It's not even necessary having an Oracle Client, ODP.NET, nor Entity Framework installed prior to beginning this tutorial. Note: The 32-bit Oracle Developer Tools for Visual Studio, downloaded from OTN, is required for Entity Framework design-time features and for other Visual Studio designers such as the TableAdapter Wizard. If you install Oracle Database Client on a computer with no other Oracle software installed, Oracle Universal Installer creates an Oracle base directory for you. If Oracle software is already installed, one or more Oracle base directories already exist. If you have more than one Oracle Home installed on the same machine (e.g. Oracle 10g Release 2 client and Oracle 11g Release 2 client), by installing the Oracle 11.2.0.1 client, OUI will establish this client as the Oracle Home all your existing applications will use. OraOps10.dll and others are required for ODAC to work and usually reside in the Client HOME/BIN directory. There are two ways to install a Client. From the Oracle Database installation and from the ODP.NET Client install (not database install) which is the first option on installing ODP.NET. Many times, you do not get a clear answer, but only 'We have an Oracle client installed on our machines.' The ConnectionTester.exe tests installed components. Another use-case is when you have several components and/or Oracle versions installed on your PC and you like to test all variants of it.

I turned on the error logger the log shows...
